PROJECT PROPOSAL
Object: To establish an Advanced Centre for
Learning & Research, in the new Nation of Kurdistan, that would provide the
most advanced professional education and qualification to its citizens
enabling
This Institute shall be set up in
collaboration with the leading universities and Educational & Research
Institutions around the world.
Name: The Kurdistan International Institute of Advanced Studies.
The Kurdistan International Institute of Advanced Studies is the result of the aspiration
& dreams of millions of Kurds with their decades long struggle for freedom
and the establishment of a modern, democratic and dynamic nation. Every young
nation need to build a team of educated, dynamic, ambitious, yet honest,
dedicated, hard working and sincere patriotic citizens, with professional
education, training and a non-partisan vision for their young nation. This can
only be attainable by the establishment of a modern & advanced Institute of
Education & Research.
The Institute shall be set up under
the leadership of a team of highly qualified & reputed people from various
disciplines. This Institute shall attain a status much above that of an
ordinary 'University', and shall establish other Universities in the country.
This Institute shall be a collaborative effort of Kurdish citizens along with
their friends from all over the world, and shall collaborate & partner with
some of the best Universities & Institutions the world over.

Location & Infrastructure:
The Institute shall be located in a
Green Campus of about 1000 acres, located in
.,
Management & Administration:
The campus shall be governed by the Board of Governors, consisting of some
of the world's best academics and professionals and headed by the Chairman of
the Institute. The Academic Board
shall be responsible for making & governing the academic policies,
including Rules & Regulations for admission, curriculum,
recruitment/pay/retaining of teaching faculty, examination & award of
diplomas/certificates/ degrees, etc.
Each of the
Faculties/Institutes/Schools/Colleges shall be headed by an Academic Council
headed by the Dean. The Council of Deans
consisting of the Deans of all the Faculties, Institutes, and Schools &
Colleges - shall be responsible for the day-to-day administration of the
campus. The Council of Deans shall be chaired by the President of the
Institute. The day-to-day administration of the various Faculties, Institutes, and
Schools & Colleges shall be conducted by the Administrative Officer.
The responsibility of the day-to-day
administration of the Institute & the Campus shall rest with the
Administrative Council - consisting of the Administrative Officer of the
various Faculties, Institutes, and Schools & Colleges - chaired by the
Chief Administrative Officer of the Institute/University, who is also the
Chairman of the Administrative Council.
To ensure that the Institute shall
confirm to the best education standards and curriculum, the Institute shall
have an International Advisory Council consisting of some of the best
academics, Researchers, scholars, professionals and leaders. An independent
& autonomous Treasury Council
with wide ranging powers of audit & scrutiny - shall be responsible for the
management of the finances, sponsorships and all financial matters, and shall
be headed by the Treasurer who shall be appointed by the Board of Governors.
The Treasurer shall be a permanent invitee to the Council of Deans, the
Academic Board & the Administrative Council, and shall have full voting
rights. In the absence of the Chairman of these three Board, the treasurer may
also be invited to Chair/Co-chair the meetings, without full powers of the
Chairman.
The Responsibility of conducting the
examinations (entrance/qualifying, semester, final, etc), the distribution of
the Statement of Marks/Grades and award to diplomas/degrees/certificates/etc.
shall lie with the Registrar and team of Deputy Registrars.
While the Institute shall mainly
focus on higher-end, specialized short-term & research courses, the
Institute shall also offer Bachelors and Masters Degree & Diploma Programme
in association with reputed Universities around the world.
The Institute shall also launch it
own programmers designed & conducted in association with reputed Industry
& Professional Associations. It shall also offer the following services:
a. Training & Skill
Management Consultancy for the Industry & Corporate;
b. Technical Consultancy
services;
c. (Technical) HR
Management Consultancy services;
d. (Management, Technical
& Engineering) Contract Research Services;
e. Executive Training Programmers;
and
f.
Organizing Seminars, Conferences, Expositions, Conventions
and other similar events.
The majority of the Revenue shall
come from these services.
The Accreditation & Associations:
The Institute/University shall be
set up by an Act of the next Kurdish Parliament, and hence shall have full legal
rights & honors.
The Institute shall be set up in
collaboration & Association of some of the best Institutes, Universities
& Professional Associations in the world. The courses & faculties shall
have dual certification programs (award of diplomas/degrees from 2 or 3
Institutes/Universities).
The next Kurdish Government shall
use the expertise of this Institute to set up other Universities, Professional
Institutes & Research Centers in the country.
The Institute shall collaborate with Universities,
Institutions, Professional Associations, Government agencies and corporate
bodies the world over to design & conduct various categories of
courses.
The Feasibility
The Proposed Institute is designed
to be financially autonomous and shall rely on income from its courses,
training programmers and Industry/Corporate Services for its existence and
growth.

Risk Factors
Political Risks The new Nation shall have its share of Political confusion &
uncertainty during the initial days that would affect the setting up, rising of
funds to set the Institute, recruiting of competent faculty & employees,
students, etc. This uncertainty may also make it difficult to find the right
partners & collaborators for the
Institute.
Financial Uncertainty The Freedom Fighters for the Independent Kurdistan might
find it difficult to raise the necessary funds to set up the Institute, and
hence recruit competent faculty and offer them sufficiently acceptable
remuneration. Difficulty in raising sufficient funds may also hamper the
development of the Institute and the timely completion of the campus, acquiring
sufficient facilities/equipments, etc.

The above issues are general in
nature and are common to all such Projects. However, the founders this
Institute shall take sufficient care & contingencies to address the above
risks. |
